I had a contractor working with this PPE on a switchgear, can you help me to point out what's wrong here ?

Is the equipment labeled with a current IE value or PPE level and has the equipment been maintained?

Nice, can I get a quote on this 40 cal Jeans and sweatshirt? Seems more comfortable than the usual suit :)
Also those test leads dont seem like they are Cat. IV

Without knowing the available incident energy you cannot say anything is wrong.

I know plenty of people, including myself, that prefer to put my whole "Cat 4" hood on rather than wear a balaclava. Also having to carry another face shield with a lower rating on an airplane when I travel is a pain. Jeans and sweatshirt are readily available up to "10 cal".

It's a bit hard to read because it's so small but I think the label in the first picture says 34.6 cal/cm²

Which may be true for the line/load lug compartment at the back of this switchgear. however, it may not be applicable to a low voltage/instrument compartment where the worker is.

Just not enough data to say the picture shows a dangerous activity.
