Can anyone comment on the photo of the attached switchboard panel with respect to electrode configuration.

I'm guessing that this is an MLO switchboard with (2) feeder breakers?
My thoughts would be VCB since there is no main breaker to act as a barrier. If there was a main breaker, then I would think VCBB.
