We are looking to hot phase between two 15kV cables. These cables have Tyco elbows installed on the ends of them which include a capacitive voltage test point. When using these test points, what kind of safety precautions need to be made?

Use a hot stick / shotgun to take them off. Then you can use your proximity tester (attached to a hot stick / shotgun) to test for 0 volts.
