Are municipal utilities bound by the NESC regarding arc flash? I can not find anywhere this is specifically stated.

They might be bound by a state law that adopted NESC. If not, they might be bound by local ordinance. Some places only adopt parts 1 through 3 and let OSHA deal with worker safety. And some have adopted pre-07 versions of NESC.
