I am getting conflicting advise on allowing people to work inside a cubicle, i.e. change fuses even if the power is off. We open cubile switch with approriate PPE or remote device but the bus behind is still energized. Some say newer gear is protected as the action of opening swith pulls the lugs out of the bus so no PPE required, others say we must use PPE as per calorie rating of the main panel as long as bus is hot behind cubicle for any work inside cubcile.

Has anyone come accross this?

Still need PPE for arc flash (Not shock) unless the equipment is arc rated.

Arc rated PPE is required on any part of the body that crosses the AFB. The controversy here is... Where is the AFB? Is it only enforced on exposed parts only? Or, is it enforced on any non-arc-rated electrical equipment regardless of the door/panels being secured based on an INTERACTION that might cause an arc flash. If the latter is true, what is the interaction? A side note: Are the phase conductors properly grounded with devices rated for the available fault current?
